[investigating] Focus Energy vs Meditate

It seems like I'm getting a lot more energy from doing just a normal Meditate rather than doing Focus Energy. Is this intended?

• Yes, but there's supposed to be a separate cooldown for each making them complimentary, rather than mutually exclusive. I'll take a look and make sure that's working as it should.
