[confirmed] Cebarkul tool vendor doesn't appear on Uralia map
Repro Steps

Go to Cebarkul and find the tool vendor.
Click on the magnifying glass under the street map.
Expected Behavior
-----------------
"Tool Vendor" appears on the Uralia map with a pointer to Cebarkul.
Actual Behavior
---------------
The map doesn't have "Tool Vendor" or pointer.

- I believe we added this fellow in on our Tuesday test because there were a lot of people at the tool vendor in Groddle Forest and we didn't want to force everyone to have to try to interact in the same place. The map doesn't reflect this change, and I'm not sure if the change is intended to be permanent or not. I'll file a bug internally and we'll figure something out; in the meantime I guess we can just think of him as a guerilla vendor :)
