[investigating] Quest notify out of order

Bingobear and I both ran into this today.

A new quest notification appears, and you click on it, the quest menu opens. But you cannot get more info unless you close the quest menu, and allow the rock to then tell you about the quest.

Then opening the menu again lists the quest info as normally.
